Jill Turgeon-Turrill

Jill Turgeon-Turrill is an education policy and governance consultant, entrepreneur, and former elected school board member with experience spanning K–12 education, charter school authorizing, policy development, board governance, and strategic initiatives.

Jill served two terms on the Loudoun County School Board from 2012 through 2019. During her eight years of elected service, she worked extensively in education policy, governance, budgeting, curriculum, community engagement, and strategic decision-making. Her work also included charter school authorization, oversight, application evaluation, and renewal. She helped lead the development and authorization of Loudoun County’s first public charter school and later contributed to the establishment of the county’s second.

Her experience extends across traditional public, charter, private, and alternative education. She served on the founding board of a local private school and co-founded a microschool designed to support homeschooling families. She was also invited by the Virginia Secretary of Education to participate in the development of education reform legislation that was subsequently enacted into law.

From 2019 to 2023, Jill served as a Governance Coordinator with Athlos Academies, supporting public charter school governing boards in multiple states. Her work included policy development, regulatory compliance, governance support, and the development and delivery of monthly board training and annual board retreats. She worked closely with governing boards and organizational leaders to help them understand their responsibilities and operate effectively within differing state policy and regulatory environments.

Jill has continued her work in education policy and governance through consulting and nonprofit leadership, providing research, policy development, governance support, board development, and strategic guidance to traditional public and charter school boards and other education organizations. Through Stature Consulting LLC, she provides project-based support in education policy, governance, charter schools and authorizing, legislative support, and strategic initiatives.

She currently serves on the Executive Committee of the Virginia Education Opportunity Alliance and is a member of the American Enterprise Institute Leadership Network.

Earlier in her career, Jill spent approximately a decade in the classroom. She holds a Bachelor of Science in Family Science from Brigham Young University and a Master of Education in Elementary Education from Shenandoah University.

In addition to her work in education and public policy, Jill is an entrepreneur who has developed and led ventures in education, real estate, travel, and consulting. Across these different roles, she brings the perspective of an educator, elected policymaker, board leader, policy professional, consultant, and business owner to her work.
